More Problem with Bandera

After World War Two Stephan Bandera moved to West Germany, where he lived under protection from the Soviets, even though the Soviet Union asked for all of their known citizen, who were known for committing war crimes, to be sent back to the Soviet Union, so they could be tried and punished. The allies refused to send them back if they could be used for intelligence purposes.

To matter even worse for the newly formed CIA, there was a growing divide, between two factions of the Ukrainian resistance network. The CIA at the time was running covert operation and set up meetings for resistance inside west Germany and other countries in Europe. During these operations the CIA found ways to smuggle opposition leaders out of the Soviet Union and hold meetings with them. On one such occasion, in August of 1948, there was a meeting with three leaders of the Ukrainian partisan networks Lebed, Hrinioch, and most notably Stephan Bandera. This meeting was held to see if America could get different faction of the Ukrainian resistance to work together.

By no surprise Bandera did not agree with what was being disseminated in the meeting and his temper flared up. This caused an explosive argument which led Stephan Bandera to be split even further with the opposition. Bandera even built-up resentment to the Americans as well.
