After World War Two the Soviets requested that all former Soviet citizens be sent back. However, there were many Ukrainian nationalist livings in Western Germany. Many of them claimed to be Polish citizen. This protected them from being sent back to the Soviet Union.
The Baltic States were another thing to deal with. There were many citizens from the Baltic States that had to Western Germany in an effort to escape the Soviets. At the time during the 1940’s the United States did not recognize the Baltic States as part of the Soviet Union. This policy was used by the Americans as a way to avoid working with the Soviets and sending back potential intel assets.
This was known Operation Keelhaul. Many of the citizen reappropriated into Soviet society were treated harshly.
